《大專學界聯合聲明》15/7/2019
- 在本地及國際戰線守護香港
- 支持通過《香港人權與民主法案2019》

- 爭取自由世界支持香港


​志雖表,汗既揮,血已披。連日來,香港人接連上街,以血和汗表達訴求。港共政權卻再三濫暴、侮辱無權異見者,視港人民意如無物。大專學界在此重申五大訴求:立刻撤回《逃犯條例》修訂草案;收回暴動定性;撤銷所有抗爭者控罪;徹底調查警方濫權問題;及即時實現雙普選。港共若堅持不可一世的態度,只是自尋死路。

經過整月連番抗爭,港共政權始終拒絕聆聽民意,樂此不疲地撕裂社會。港人與港共政權之間的矛盾,豈是始於今天。由泛民主派及本土派相繼被褫奪參選權、褫奪議席;香港民族黨被無理停止運作;馬凱莫名被拒申請工作簽證;到強推通過《逃犯條例》修訂草案,香港的自治權早已危在旦夕。港共意圖逼使香港人民屈服於強權之下,成為中共的順民奴隸。近日有關《廣東省推進粵港澳大灣區建設三年行動計劃(2018-2020年)》或於本港實行社會信用體系的傳聞,更使香港人憂心忡忡。倘若傳聞實現,港共政權便是聯手把自由的香港推上一條不歸路,令她淪為一個普通不過的中國城市。

在本地及國際戰線守護香港
香港已逐步落入中共政權的全面控制之中,我等香港人已經不能再退讓。我們要昂首向前奮戰到底;我們要在街頭抗爭;我們要在全香港各區抗爭;我們更要把抗爭擴展到國際戰線 —— 我們不惜一切代價,我們絕不會投降。
因為我們堅信,此戰絕非只是香港人的存亡之戰;此戰也是自由世界對抗獨裁暴政的終極之戰。香港不只是我們引以為傲的家園,更是自由世界的前哨。在光與影丶明和暗中,我們香港人身先士卒,抗衡中共獨裁鐵幕的遍野烏雲。

因此,各大專院校學生會將於日內以民間外交形式,將香港問題推向國際。我們會全方位聯繫外國學界丶公民社會、政要、外交人員和海外港人,為香港爭取更強大的國際支持。

支持通過《香港人權與民主法案2019》
大專學界的首要任務,是動員各界支持《香港人權與民主法案2019》,促使其能夠在美國國會迅速通過,以建立具約束力的機制,保障香港之自治權免受中共干預。法案一旦通過,將可對個別侵害香港自治權、人權和民主的人士實施制裁,如凍結資產及禁止入境美國,阻止禍港媚共者出賣香港。

雖然現時美國已立《1992美國-香港政策法》,但該法案只能制裁香港整體社會,而無法針對個別賣港人士。若美方只用《香港政策法》對港進行制裁,只會影響無辜的香港市民及居港美國人。由此可見,現時絕對有必要訂立《香港人權與民主法案2019》,對準賣港賊,免殃及池魚。

在此,大專學界懇切呼籲美國國會全體參丶眾議員迅速通過《香港人權與民主法案2019》。

爭取自由世界支持香港
同時,為了加強國際社會對香港自治權的支持,我們不但會向自由世界的領袖—— 美國尋求協助,我們更會加強與其他自由國家,如英國丶加拿大丶澳洲丶日本丶台灣和歐盟的聯繫,建立恒常對話窗口。

未來大專學界會全力以赴,努力連結自由世界陣營,為香港爭取更廣泛的國際支持。

我們會一直戰鬥,直至香港重光丶港人得以解放,活在自由自主的一天。

【Joint Statement from Students’ Unions of Higher Institutions in Hong Kong】
- Fighting for Hong Kong from local to international fronts;

- Supporting the Hong Kong Human Rights and Democracy Act of 2019;
- Building support from the Free World Countries.


Demands are made, efforts are paid, even sweat and blood have been shed. The Hong Kong regime nonetheless pays no attention to the popular demands of the general public and only stirs up further fury with its shameless rhetorics, reluctant and pompous attitude, and bloody suppression of dissidents. We hereby reiterate the five major demands of Hongkongers, namely the complete withdrawal of the Extradition Bill, the retraction of categorising protests as riots, the withdrawal of criminal charges against all protesters, a thorough investigation of police brutality, and the immediate implementation of genuine universal suffrage for both elections of the Legislative Council and the Chief Executive. The government’s continuous apathy towards these demands shall do nothing good and digs its own grave for its end.

After our month-long protests of various magnitudes, the HKSAR government has hardly taken any step forward and closer to the general public and only continues its indifference towards the demands of Hongkongers. Such growing tension between the government and the public is not only founded recently. From the disqualifications of pan-democrats and localists from standing for elections and taking their role as elected Legislative Council members, the prohibition of the Hong Kong National Party, the unreasonable refusal to renew Victor Mallet’s work visa, to most recently, the arbitrary and forceful attempt to pass the Extradition Bill; the regime coerces Hongkongers to succumb to authority and act as mere puppets of the Chinese regime. Hongkongers’ growing concern is further alarmed by the latest rumours surrounding the implementation of the social credit system under the ‘Guangdong Province 3-year Action Plan on Pushing Forward Guangdong-Hong Kong-Macao Greater Bay Area (2018-2020)’. Should this system be implemented, our autonomy will only be further conceited, pushing us to a point of no return - a mere city of communist China.

Fighting for Hong Kong from local to international fronts
Hong Kong is falling into the grip of the Chinese communist regime, we, Hongkongers, shall not flag nor fail. We shall go on to the end, we shall fight in the streets, we shall fight in all districts of Hong Kong, we shall bring the fight from local arenas to international fronts, whatever the costs may be. We shall never surrender.

Because we believe it is not only the fight of Hongkongers for our autonomy, it is also the fight of the Free World against global tyranny; Hong Kong is not only our homeland, but also the outpost of the Free World where free citizens fight against a global tyranny at the forefront.

Therefore, we, Students’ Unions of tertiary institutions, hereby bring the fight of Hong Kong to the international front through citizen diplomacy. We will engage foreign university students, civil society activists, politicians, diplomats and overseas Hongkongers to establish international support for Hong Kong.

Supporting the Hong Kong Human Rights and Democracy Act of 2019
The first and foremost task is to mobilise support for the swift passage of the “Hong Kong Human Rights and Democracy Act 2019” in the United States Congress, which would ensure that an effective check and protection are in place amid the growing Communist erosion of our autonomy. Should the Bill be passed, individual-targeted sanctions can be imposed on treacherous personnel infringing upon Hong Kong’s autonomy. Sanctions including freezing one’s assets and denying one’s entry to the United States act as an effective bulwark against their daily endeavour in further betraying Hong Kong and yielding to the regime.

While one may see the existing “United States–Hong Kong Policy Act 1992” as serving a similar purpose, it is important to note that the Act only grants territory-wide sanctions targeting not only the specific individuals but everyone within the Hong Kong territory, sanctioning both innocent Hong Kong citizens as well as Americans in Hong Kong. This further proves the necessity of passing the Bill to target individuals betraying Hong Kong, and to protect the innocent, be they Hongkongers or Americans.

We, Students’ Unions of tertiary institutions, therefore respectfully urge all Representatives and Senators of the United States Congress to act quickly to pass the “Hong Kong Human Rights and Democracy Act 2019”.

Building support from the Free World countries
To strengthen international support for Hong Kong’s autonomy, we will not only seek the support from the United States, but also build support from all other Free World Countries such as the United Kingdom, Canada, Australia, Japan, Taiwan and the European Union.

In the months to come, we will engage with the Free World by all possible means with a view to build their support for Hong Kong’s autonomy.

We shall carry on the fight, until one day, we, Hongkongers, live in autonomy.
